The Procurement and Contracts manager will lead the procurement and contract management frameworks and practice for the WEA, ensuring they support the WEA in achieving the strategic aims and objectives.
The role will provide the highest standards of probity and professional excellence, to ensure the WEA complies with the appropriate procurement and contracting regulations, whilst also driving innovation ensuring the WEA continues to be at the forefront of funding contracts and procurement practice nationally. This will include being the strategic lead for the WEA on procurement and contract governance, leading the WEA`s procurement and contract transformation.
1.Manage the development and implementation of the procurement and contract strategy, using market insight and strategic awareness;
2.Responsible for managing and overseeing the delivery of category and commercial contract and procurement of services within the Education funding streams, such as ESFA funding and European Social Fund (ESF Contracts). Big lottery funding and other funding bodies;
3.Tracking spend, savings, WEA deliverables, partnerships and subcontractors performance and continuous improvement across the team and reporting to SMT risks and poor performance against contracts;
4.Managing pre-procurement, sourcing and contract management activity including strategy development, market engagement, negotiation, performance management and exit activity where required;
5.Responsible for proactively managing the high level deliverables in the contracts including partnership and subcontractor performance and suppliers performance, working with appropriate stakeholder groups to identify and resolve contractual procurement issues;
6.Analysing market spend and performance data and using it to inform Education remedial activity and performance to deliver against reporting requirements;
7.Ensuring a robust approach to risk management across the procurement and contract management team;
8.Working closely with key stakeholders and the bid writing team on bids ensuring compliance with procurement, tendering and contract best practice and legislation;
9.Overall responsibility for the developing of the framework and criteria for subcontractors and supplier selection and contract award decision criteria`s, drafting technical specifications, contracts, SLA`s, conducting pre and post tender briefings and tailoring contract terms and conditions;
10.Communicate and engage key stakeholders across the WEA and Partners conveying in-depth knowledge of best procurement concepts and be customer focused in your approach to work;
11.Undertake such duties as reasonably requested by your Line Manager.
